It looks like it was rebuilt, then shelved, because the gaskets appear to be very clean, and white markings are still present. Motor was rebuilt by Detroit in 2003, and it may or may not have been re installed. I cannot guarantee anything other than the fact that is not seized up.

I have not ram these engines, but I have turned the engines by the crankshaft, and they spin a full revolution without any issues.
